The Bureau of Environmental Services (BES) is hiring a Business Systems Analyst II to support the Environmental Investigations Division. This Division collects, evaluates, manages and delivers environmental data to support decisions made by most major programs within BES, as well as by other City Bureaus. The primary purpose of the Division is to function as a technical data hub to support bureau mission and objectives, such as regulatory compliance, watershed assessment, wastewater and stormwater management, treatment plant process control, property acquisition, remediation, source control, and utility design and construction.  The Division works with a variety of observations and measurements, including but not limited to: laboratory analytical data; flow, velocity, and level data from stormwater and sanitary sewer system assets; ecological data; rainfall data; and subsurface characterization data.  This data management position has been created to help ensure that the bureau and ratepayers are getting the highest value out of the data in which we have invested.  Development and implementation of data management standards and protocols, coordination of database systems, and process improvements in the path between data generators and data users will support strategic initiatives related to responsive and adaptive decision-making and service delivery.

This position will reside at the BES Water Pollution Control Laboratory.

Major Job Duties:
This position will support the data management initiatives and business process improvements at the Division scale as well as the specific initiatives needed to improve the reliable quality, storage, and accessibility of data managed by the five teams housed within it: the Investigation and Monitoring Services Section, Field Operations Section, Coordinated Site Analysis Section, Laboratory Section, and Data Acquisition and Management Section.  Specifically, this position will:

-Analyze the data management systems and associated processes utilized within the Division, the business needs of the Division, and the opportunities for potential improvement.
-Lead the development and implementation of a programmatic Environmental Data Management Plan (EDMP) and the development and implementation of business process improvements that will ensure consistent, secure, efficient, accessible, and reliable storage of quality data for internal and external customers of Division services.
-Lead the development and curation of Division metadata.
-Collaborate with the managers and employees of the Division, staff from the Mapping, Data, and Applications Services Division, and data customers on connectivity of software and data management systems to bureau frameworks, interfaces, and enterprise plans.
-Provide technical assistance on data management issues affiliated with data management platforms hosted or utilized by the Division, and review and evaluate application configurations to inform data flow processes, relationships, and desired outputs.

The following minimum qualifications are required for this position:
1. Knowledge of business systems analysis and data management, including metadata standards and best practices.
2. Knowledge of database theory and the principles and practices of computer science and operational technology systems.
3. Knowledge of GIS and SQL Server structure, language, and utility.
4. Ability to analyze business needs, define requirements, develop solution alternatives, communicate recommendations for data management best practices and business process improvements.
5. Ability to work collaboratively within the Division and the Bureau and to lead stakeholder groups through business process improvement identification and implementation.
6. Ability to communicate effectively, in writing and orally, to a range of audiences to achieve Division data management objectives and to create implementation tools.
