The Bureau of Environmental Services (BES) is hiring a Sr Engineer to oversee the development of a new Stormwater Asset Inventory and Condition Assessment program in Stormwater System Planning. This new program (Stormwater AICA) is tasked with coordinating the collection and evaluation of existing and new stormwater asset information.
BES is committed to using an asset management approach for all of its natural and built infrastructure systems. Stormwater System Planning (SWSP) is a program that applies an asset management approach, citywide, to all stormwater infrastructure assets. This program quantifies and evaluates risk across the entire public and private stormwater system, including constructed as well as natural assets, in a cost effective and socially and environmentally equitable manner.
Major Job Duties:
Asset Inventory and Physical Attribute Data Collection: Collect asset inventory data for the existing stormwater system. This work involves field and office investigations of asset ownership, size, material composition, location, depth, function and interactions between public and private storm and sewer systems.
Asset Condition Assessment: Collect condition assessment data of the existing stormwater system. This work involves the condition assessment of piped and culvert systems, channels, ditches, streams and wetlands of both public and private ownership.
Coordination and Collaboration: This position is required to conduct extensive coordination with internal BES work groups, external Bureaus and agencies and property owners. In addition, this position will direct the work of internal team members and manage consultant teams to complete the work.
Supervision: Plans, directs and evaluates the work of engineering professional and technical staff and consultants in developing, implementing and evaluating engineering planning, work processes and standards.
Contract Development, Negotiation and Management: Reviews and monitors work by outside consultants and administers consultant contracts; prepares requests for proposals; evaluates and rates proposals; negotiates scope of work and contract terms; evaluates project schedules; authorizes payments.
Subject Matter Expert: Provide engineering expertise to stormwater basin planning. This position is expected to provide engineering infrastructure expertise, knowledge and advice to help define the stormwater infrastructure planning of projects for inclusion into the Capital Improvement Program (CIP). The defined projects will then be evaluated for funding, design and implementation to reduce systems risks.
The following minimum qualifications are required for this position:
- Ability and experience planning, assigning, scheduling and supervising the work of field, professional and technical subordinates.
- Ability to balance responsibilities for multiple projects to ensure timely results in accordance with bureau quality standards.
- Ability and experience interacting effectively, engaging in problem solving, and partnering with internal and external groups and contractors.
- Experience preparing clear, concise and accurate documentation, reports of work performed, project management reports, and other written materials.
- Ability to manage, develop and negotiate scope of work, budgets and contracts with consultants, contract and project management, budget development and tracking.
