The Procurement and Contracts Manager position supports Home Forward’s strategic and operational objectives in the following way:
To direct, supervise and lead the agency’s Procurement and Contracts division, providing leadership in the development, implementation and oversight of Home Forward’s procurement policies, processes and programs; implement the most innovative, customer-responsive public procurement practices allowed by state statutes and federal laws. Ensure that all Home Forward procurement policies, processes and programs meet Home Forward’s commitment to excellent stewardship of public funds and are compliant with Home Forward’s Public Contracting Rules, state and federal law. Provides consultation and technical assistance to staff on routine and complex, large-scale public procurements and acts as a liaison between staff and legal counsel on procurement matters. In this context, the incumbent in this position will collaborate with others at all levels of the organization and with external stakeholders in the consideration of significant goals, concepts, initiatives, and other activities that profoundly affect Home Forward, its employees, vendors and contractors, and the people that it serves. The Procurement & Contracts Manager has a special responsibility to institute, participate in and support outreach efforts to disadvantaged, minority-owned, women-owned and emerging businesses (D/M/W/ESB) to facilitate their participation in Home Forward procurement and contract bid processes and to broaden workforce opportunities to the community’s diverse population.

Please note: most salary appointments are established at midpoint of the range or lower.
The ideal candidate will possess: equivalent to the completion of a Bachelor’s degree from an accredited college or university with major course work in purchasing, business administration or a related field. Six years of responsible governmental procurement and contracting experience including three years of program management, administrative, and supervisory experience and possession of an appropriate, valid driver’s license is required. Possession of a Certified Public Purchsing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), or Certified Purchasing Manager (CPM) certification is preferred.
