The National Crime Victim Law Institute (NCVLI) is a 501©(3) nonprofit legal institute located at Lewis & Clark Law School in downtown Portland offices. NCVLI promotes crime victims’ rights in criminal, civil, military and administrative justice systems nationwide through litigation in the form of amicus curiae, occasional direct representation, and legal technical assistance; training and education through publications and trainings (both in-person and technology-assisted); and public policy development. NCVLI is funded primarily by federal grants and this is a partially grant funded position, the continuation of which is dependent upon renewal of funding. The Staff Accountant, who reports directly to the Executive Director, oversees the financial management functions of the organization by building and maintaining the accounting and financial reporting systems. This position includes internal and external functions and duties.

• Manage and maintain accounting and financial reporting systems, ensuring compliance with standards established by the Financial Accounting Standards Board (FASB) and the Governmental Accounting Standards Board (GASB) applicable to nonprofit entities.
• Responsible for accurate and complete entry of all NCVLI financial transactions.
• Responsible for all journal entries, account reconciliations, and regular reconciliation of NCVLI accounting to College records.
• Prepare all financial statements, including Statement of Financial Position, Statement of Activities, Statement of Cash Flows, and Statement of Functional Expenses, for presentation to NCVLI Executive Director and the Finance Committee of the Board of Directors. Produce fiscal activity reports for individual programs on an as-needed basis.
• Work with Executive Director to prepare all organizational budgets and accompanying narratives, including funding application budgets.
• Review and process all invoices and requests for reimbursement from staff and contractors.
• Prepare for and manage annual audits of the financial statements, internal accounting control, compliance, schedule of expenditures of federal awards, and internal control over federal programs.
• Assist in preparing and filing of the required tax information returns.
• Work closely with all staff to advance NCVLI’s mission and ensure all projects are programmatically sound, well-managed, timely implemented and enhance the rights of diverse victim populations including those who have been historically under- or unserved.
• Assist in preparation for and production of NCVLI’s fundraising efforts and organizational events.
• Others duties as assigned.

Minimum Requirements:

• A four-year degree in accounting or related field.
• Two years of increasingly responsible accounting and budget control experience, including bookkeeping and general ledger responsibilities.
• Knowledge of: generally accepted accounting principles; unique aspects of non-profit and government accounting; grant accounting and budgeting principles and procedures; fiscal record keeping procedures and reporting requirements; budgetary control techniques; spreadsheet and accounting applications
• Skill : preparing, monitoring, analyzing, and revising multiple-funded program budgets; preparing, analyzing cost allocations for shared tasks over multiple programs; reading, and interpreting complex regulations and policies; developing and revising fiscal control systems; preparing and maintaining a variety of reports and records and submitting within deadlines; using Microsoft Excel (with working familiarity of Visual Basic and pivot tables); leading and managing teams to ensure fiscal responsibility
• Experience working with or in diverse communities.
• Demonstrated ability to work as part of a team to advance organizational mission and voice and to perform variety of duties as needed in organization.
