Come help us create effective systems of support that impact poverty and stabilize housing, so that individuals and families have the opportunity to engage in the level and depth of services that they want in order to thrive!  Multnomah County Department of County Human Services invites applications for an Anti-Poverty Program Supervisor (Program Supervisor classification) in the Youth and Family Services Division.

As the Anti-Poverty Program Supervisor, you will be responsible for coordinating, directing, and overseeing all of the economic and housing stabilization initiatives within the Youth and Family Services Division. These federal, state and local initiatives receive funding from a variety of funders, including the Oregon Housing & Community Services Division, the Community Development Block Grant, Community Services Block Grant, Fair Housing supports, and HOME funds. In addition, you will guide and direct the short-term rent assistance partnership with Home Forward, the Multnomah County Commission on Economic Dignity, along with building collaborative working relationships with the Joint Office of Homeless Services and the City of Portland.

Primary responsibilities include:

Actively championing racial justice work and eliminating oppression and white privilege in the workplace
Providing direct staff supervision and team support using reflective, trauma-informed and culturally-responsive practices
Overseeing state and federal funding allocations, including the Oregon Housing and Community Services, federal Community Development Block Grant,  and related housing stability funding and requirements
Ensuring compliance with Oregon Housing and Community Services guidelines
Overseeing and guiding the implementation of the Assertive Engagement Initiative for the Division and partners
Planning, developing, evaluating and reporting on the fiscal and service outcomes of programs
Assisting with the management of major, complex interagency strategic programs
Engaging in effective partner engagement and collaboration

The successful candidate will demonstrate:

Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values
Advanced knowledge of cultures, customs and social experiences of communities experiencing marginalization and barriers to opportunity
Advanced knowledge of principles and practices of anti-poverty and housing stabilization approaches and interventions
Knowledge of trauma-informed practices that actively do not re-traumatize individuals and communities
Ability to successfully complete duties and assignments that are complex, difficult and varied
Ability to collaborate, build relationships and lead a team to achieve positive work outcomes
Ability to build effective partnerships with internal and external colleagues who have distinct charters, missions and goals
Ability to consider approaches that go beyond individual programs into system and policy level considerations
Comfort with change

Minimum Qualifications/Transferable Skills*:

Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in business administration, program evaluation, public administration or a related field (Professional work at or near the level of this position can substitute year for year for the educational requirement)
Three (3) years of increasingly responsible supervision, professional leadership or technical program experience in human services program development and oversight (Public sector experience is preferred but not required)
Must pass a criminal background check (this step occurs after a job offer)
