Position Title: Housing Specialist
Reports To: Shelter Coordinator
Department: Programs and Services – Shelter
Status: NON-EXEMPT – HOURLY
Schedule: 40 hours per week, Monday–Friday (Specific schedule to be determined with supervisor)
Salary Range: $17-$18 per hour, depending on experience

For more than 40 years Raphael House of Portland has helped domestic violence survivors and their families find safety, hope, and independence. We proudly provide family-centered, culturally responsive, and gender-inclusive services. Our confidential emergency shelter serves individuals and families fleeing intimate partner violence, and is open and staffed year-round, 24 hours a day. Of our eleven rooms, nine are for families and more than half of our residents are children. In addition to immediate safety and basic needs, survivors have access to ongoing programs and case management designed to help them achieve permanent housing, employment, and stability.
Under the supervision of the Shelter Coordinator, addresses the housing needs of the domestic violence survivors residing in our emergency shelter.
Essential Duties and Responsibilities:
· Addresses participant housing needs on a daily basis including connecting survivors with housing options, information, referrals, co-advocacy, emotional support, and safety planning.
· Works closely with the Primary and Youth & Family Advocate teams to provide seamless co-advocacy.
· Completes intake, strengths/needs assessment, housing history, and service plan, and identifies short- and long-term housing goals with participants.
· Assesses participant housing strengths and barriers through regular meetings and case consultation with Shelter and Youth teams.
· Participates in Multnomah County’s Coordinated Access system. Refers participants to housing opportunities via Resource Coordination Team (RCT) meetings, and submits accurate and timely data on open and closed Safety and Stabilization Assessments.
· Assists participants in obtaining background checks, credit reports, and other vital records.
· Keeps up-to-date case files in relation to housing supports and participant engagement plans.
· Maintains confidential records and data collection for federal, state, and other funding sources. Routinely completes reports, as assigned.
· Helps build a strong shelter community by being present and available, and facilitating groups and house meetings.
· Offers individual and group economic empowerment support.
· Facilitates Rent Well classes for participants.
· Transports participants to and from shelter for housing appointments, as appropriate.
· Assists participants in accessing move-out supports.
· Interfaces with community partner agencies and housing resources to provide co-advocacy, warm hand-offs, and supportive services.
· Liaises with and keeps up-to-date information on Deseret Industries, Community Warehouse, and other community partners.
· Develops and maintains up-to-date housing program information in both the domestic violence and homeless service systems.
· Attends and actively participates in regular meetings with other staff members and housing community partners, as appropriate.
· Participates in scheduling and providing coverage of our 24-hour hotline and maintaining the safety of the shelter community.
· Participates in rotating back-up phone coverage and emergency response as needed.
· Responds to and follows-up on inquiries from survivors in the community.
· May be occasionally asked to participate in activities outside typical work hours.
· Other duties as assigned.
· Completion of 40-hour domestic and sexual violence advocacy training within the past five years, equivalent to be approved by the Executive Director, OR expectation that training will be completed within first six months of employment (provided internally).
· 2 or more years of experience working with domestic violence survivors (or equivalent) preferred.
· Passion for Raphael House of Portland’s mission and values. A shared commitment to social change, equity, inclusion, and building a future free from violence and oppression.
· Understanding of or commitment to learning about oppression and gendered violence – specifically domestic and sexual violence – including root causes and impacts of trauma.
· Ability to relate effectively and respectfully with people of all ages from diverse backgrounds, and to imbed equitable, inclusive, and trauma-informed practices in all aspects of one’s role.
· Prior completion of Assertive Engagement and PBIS (Positive Behavioral Interventions and Supports) training, OR expectation that training will be completed within the first six months of employment.
· Interest in working with, supporting, and advocating for survivors of domestic violence.
· Knowledge of local community and social services resources preferred but not required.
· Ability to use mature judgement in decision-making or conflict resolution with adult and children and in dealing with uncomfortable situations and conversations.
· Ability to maintain a calm and positive demeanor under stress, while resolving conflicts, and in our community living environment.
· Excellent interpersonal, verbal and written communication, and organizational skills.
· Ability to be self-directed as well as work collaboratively with our advocate team, in addition to acting as a supportive team lead when appropriate.
· Ability to read, write, and understand English.
· Bilingual/bicultural highly preferred.
· Lived experience as a survivor of domestic violence highly valued.
· Microsoft Office proficient.
· Current valid driver’s license and safe driving record.
This position will work in a traditional, but fast-paced setting. Must be able to work under deadlines and under stress-inducing conditions. Must be able to move throughout the building, lift up to 40 pounds consistently, be active with young children, and operate a vehicle, as needed. A domestic violence agency environment can potentially shift from stable to highly-charged and all employees must remain flexible, calm, and creative.
