Joice A. Taylor Building Opens in NE Portland

The Joice A. Taylor Grand Opening celebrates the completion of a new 22-unit affordable housing development in Northeast Portland. Located at 30 NE Fremont Street, the building includes a mix of 15 studio, 4 two-bedroom, and 3 three-bedroom units. The project is a joint effort between the Urban League of Portland and Owen Gabbert LLC, with the Urban League providing resident services, marketing, and outreach, and Owen Gabbert LLC managing the property.  

This development prioritizes housing access for historically underserved communities and is a testament to the Urban League's mission of empowering Black Oregonians and others to achieve equality in housing. The event will feature a ribbon cutting, remarks from community leaders, building tours, refreshments, and media coverage.  

On September 17, 2025, we proudly open the doors to the Joice A. Taylor Building—a space rooted in dignity, resilience, and community. Named in honor of Joice A. Taylor, a pillar of strength and a fierce advocate for justice, this building stands as a living tribute to her unwavering commitment to equity and the empowerment of Black lives in Portland. 

During her life, Joice A. Taylor was the spine of the Albina community. Joice mentored young people, stood strong for civil rights, supported neighbors, questioned authority, raised a family, and led the Albina business community. Herself an accomplished businesswoman, Taylor was the CEO of Global Management Strategies Inc; an economic developer (President of the North/Northeast Business Association; and Community Service Director for the Albina Community Development Corporation). 

Joice's legacy lives on through every family housed, every life uplifted, and every voice heard within these walls. The Urban League of Portland is honored to carry her vision forward—building not just homes, but hope.
