 The new pilot program, called the Financial Empowerment Collaborative (FEC), will foster financial empowerment in Portland’s Black community and provide solid pathways for participants on their path to financial and housing stability and wealth creation.

A recent juvenile justice reform bill excluded hundreds of people facing long prison sentences for crimes they committed before they turned 18. Gov. Kate Brown’s clemency order will allow some of them a second chance.

Groundbreaking is October 15,th 2021 and new residents will be welcome to their homes during summer 2022.
